
The Communist Party of Kurdistan (KKP) discussed political and organisational issues as well as Ocalan’s call of 25 February 2025 at its party meeting on 2 March. The CPK came to the following conclusions regarding Öcalan’s call:
I – We hope that Mr. Ocalan’s call will lead to good results for our people and especially pave the way for a peaceful democratic solution of the Kurdish question. In response to Mr Ocalan’s call, the PKK Central Committee said: “We, as the PKK, agree with the content of the call as it is and we declare that we will fulfil and implement the demands of the call from our side. However, we would like to emphasise that democratic politics and legal bases must also be appropriate for success”.
II – The struggle for national freedom that has lasted for more than 100 years, the heavy price paid by our people in this process, the heavy loss of human lives and the economic devastation that the war has brought to all peoples… All these reasons have made the solution of the Kurdish question urgent for a long time. Ocalan’s call and the PKK’s answer have paved the way for a peaceful democratic solution to the Kurdish/Kurdistan question. From now on, it is the turn of the state to take a step! The call is not only addressed to the PKK, but also to the state and the People’s Alliance.
The state no longer has the excuse of “I cannot take any steps on the Kurdish question under the pressure of the armed struggle”. Therefore, we call upon the state and the People’s Alliance to stop the propaganda of “You see, we have crushed them, we have finished them, they will surrender”. Provocative statements in this direction must be prevented. A framework that focuses on the permanent solution of the Kurdish question must be presented to the public as soon as possible!
III – The form and means of the struggle are the results of the Kurdish national liberation struggle! The cause is the unsolved Kurdish question. We call on the state to solve the Kurdish question itself on peaceful democratic grounds instead of using the means of struggle. With Öcalan’s call, this is now possible. As long as the Kurdish question is not solved, the Kurdish people will always create new means of struggle. The means of the Kurdish national freedom struggle change according to the circumstances. The unchangeable goal is to achieve the political-geographical status of the Kurdish people in whatever form: federation, autonomy or any other possible way.
IV – Although we appreciate Öcalan’s call in many aspects, we disagree with the following observations and proposals: “Separate nation-state, federation, administrative autonomy and culturalist solutions, which are a necessary consequence of the extreme nationalist drift, cannot respond to the historical sociology of society”. We disagree with this statement because the Kurds are also a nation and like any nation, they have the right to govern themselves federally, autonomously or independently.
V – The steps taken by the state and the People’s Alliance in the direction of democratisation and legal improvements are important, they contribute to the solution of the Kurdish question, they ripen the ground, but they do not solve it! Because the Kurdish question is a question of the nation and the country. Therefore, we propose the following as the first important steps to solve the Kurdish question;
*Recognition of the Kurds as a nation in the new constitution that is on the agenda.
*Education in the mother tongue from primary school to university. Kurdish to be the second official language alongside Turkish.
*Unconditional release of political prisoners.
*Development of friendly relations with the Autonomous Administration of Northeast Syria…!
*The Kurdish question should be brought to the Grand National Assembly of Turkey to discuss and debate all these issues as soon as possible.
